But notarizing the electronic copy am not sure of that,you could very well notarize the manual receipt if you are not going to send the original documents.However get it attested by the document issuer rather than notary public it will reduce the processing time as per the Quebec website.
List of authorities recognized* for certifying documents


The format certified true copy, as defined in the form Documents submitted in support of the Application for Selection Certificate (A-1520-AA) (Dynamic PDF, 456 Kb) and in the Évaluation comparative des études effectuées hors du Québec (comparative evaluation for studies done outside Québec), is a copy or photocopy of a document certified as true to the original by:

the document issuer or
the authority of the country or territory that issued the document, recognized for certifying documents as true.

Thanks Jenalby. In China, everything goes through Notary public. There is no such a thing as asking the original issuer to certify a document that they issued. That's how it works in my country. So Notary Public then. Thanks! It's worth a try.. i'm not gonna give up. :)

Yes, we all should join hands together in sharing information so that our cases are not rejected. We (all of those who are still waiting) should provide the required documents earlier to save time. I see the problem is;

1) Most of the under developing countries do not have social security system. Hence, the only thing left is income tax payment proof
2) Most of these countries have made their income tax return filing system online. And they DO NOT attest the e-file income tax return copies as a RULE. So, we can't attest them from the document issuer. This should be understood by the Quebec Immigration department.


The question is;
1) how can we let them understand that e-file copies can't be attested by income tax department? Hence, you should not require it.
2) Secondly, if there is anyone who applied with e-file attestation by notary public, then let us know so that it is confirmed that our file will be accepted in the light of previous acceptance of notarized e-file copies by MICC. So, I request to all those who applied with e-copy with notarized attestion, to let us know if their case is accepted or rejected????

I think you should explore all options with regards to this.

Is it possible to
1. print the e-copy, take it to a notary public and get it attested?
2.Go with your laptop and internet modem to the Canadian embassy in India and let them see when you assess the page and print it out, then let them attest it?
3. Get a copy of GOVERNMENT publication (in any newspaper) that states only e-copies are available in India and attach to your printed e-copy?
4. Get a letter (on letter head) from the tax authorities officials in India saying that only e-copies are issued and attach the letter to the e-copy?
5.Get your HR/Finance department to confirm that the e-copies are the only issued documents and HR/Finance provides a schedule of your contributions to date with the same total as the one on your e-copy and HR/Finance stamping the schedule on a letterhead?
6. Get a sworn affidavit in addition to any of the above options.......

Wow thats a great idea..Now I believe we could make the difference and make Quebec understand our own system.

Thanks but I don't think OPTION 2 is feasible.
Regarding OPTION 3, I have Googled a little bit (for Pakistan) but found nothing. Others please share their experiences!
Regarding OPTION 4, I will have to contact FBR, but I do not think they will issue me such a letter on letterpad.

All other options are feasible.

I have decided to screw this and apply for CEC. I have 2.5 yrs as employee in NOC A and will get out of here. Don't know what is the status of CEC.

--- In China, we have both, however, both are obtained only in e-copies, since 2013 (new system to improve working efficiency). Both are considered Original Copies (at least within China) and I'm pretty sure I can get both of them notarized here.

--- This can prove VERY difficult. If they are desperate to finish processing the back-log asap, they would really cut cases like these off for those who has a low level of French. Personally, i think this is so not fair. I am making an effort in learning french and i plan to reach at least B before my interview. If they turn us down at the stage of document check, there will be no chance to show that we are fully willing to improve my french and settle in Quebec. But i guess as we are the applicants, we have to comply by their rules.. :( Most likely, cases like this happen in the entire country, so ALL the applicants from this same country will be faced with this difficulty, potentially will be rejected. If we can all write a reasonable explanation letter, then maybe they will actually read it and realize.

--- We are gonna get FN and I will definitely be asked to add documents, probably next year. By then I will post updates about what happens. Meanwhile, I and my husband, we will seek possibility of other programs as well. I think there is only a 50% rate of success in this one.

I have put 2 years in learning French (Upto B1 level). I still need to work at least 4 months to reach B2. And this situation is very confusing. I think there are two things that concerns me and my case may be rejected based on these;

1) Income Tax Proof
2) Experience letter according to their format. I worked for 4 organizations but I have the correct format for only 1 latest organization. The previous one was a very large company that does not issue customized format instead it issues the format approved by the BOD. The first 2 jobs were not professional ones (not based on higher diploma/not in the occupation list), but since I showed them on the application form, I think the may also require experience certificate in their customized format also. What do you think????
