Yes, we all should join hands together in sharing information so that our cases are not rejected. We (all of those who are still waiting) should provide the required documents earlier to save time. I see the problem is;
1) Most of the under developing countries do not have social security system. Hence, the only thing left is income tax payment proof

In China, we have both, however, both are obtained only in e-copies, since 2013 (new system to improve working efficiency). Both are considered Original Copies (at least within China) and I'm pretty sure I can get both of them notarized here.
2) Most of these countries have made their income tax return filing system online. And they DO NOT attest the e-file income tax return copies as a RULE. So, we can't attest them from the document issuer. This should be understood by the Quebec Immigration department.

In China, we dont have such a thing like having them attested by the document issuer anywhere. All will need to go through notary public.
The question is;
1) how can we let them understand that e-file copies can't be attested by income tax department? Hence, you should not require it.

This can prove VERY difficult. If they are desperate to finish processing the back-log asap, they would really cut cases like these off for those who has a low level of French. Personally, i think this is so not fair. I am making an effort in learning french and i plan to reach at least B before my interview. If they turn us down at the stage of document check, there will be no chance to show that we are fully willing to improve my french and settle in Quebec. But i guess as we are the applicants, we have to comply by their rules..
Most likely, cases like this happen in the entire country, so ALL the applicants from this same country will be faced with this difficulty, potentially will be rejected. If we can all write a reasonable explanation letter, then maybe they will actually read it and realize.
2) Secondly, if there is anyone who applied with e-file attestation by notary public, then let us know so that it is confirmed that our file will be accepted in the light of previous acceptance of notarized e-file copies by MICC. So, I request to all those who applied with e-copy with notarized attestion, to let us know if their case is accepted or rejected????

We are gonna get FN and I will definitely be asked to add documents, probably next year. By then I will post updates about what happens. Meanwhile, I and my husband, we will seek possibility of other programs as well. I think there is only a 50% rate of success in this one.
