If an applicant applies and gets nominated in two provinces, he would only be required by CIC to withdraw one application of his choice while they process the other and issue the permanent resident visa.
This is no problem at all.

Where did you get this information? Could you share any link to confirm this? Thank you.

Q: I’ve put in an application to the Nominee Program in another province and not heard anything. Can I apply to your program?
A: You can, if you really want to make a life in Nova Scotia. In order to receive a nomination through the Nova Scotia Nominee Program, you need to meet all of the requirements listed in our guidelines (which you can read on this website), submit a complete application and show that you have a sincere intention to settle permanently in Nova Scotia. - See more at: http://novascotiaimmigration.com/immigrate/regional-labour-market-demand/faq/#sthash.XmrMLaq5.9kvb6c93.dpuf

Both the provinces asked the sincere intention to continue life to any one of them. Doesnt it show the conflicting interest?

Yes understand. Everyone knows about Quebec process delay, I applied sep'2012, still now no response, processing..processing. So, my second opinion is NSNP. Incase, I unable to select CSQ for insufficient point/NOC cap reached (I dont want wait for 5-10yrs again). Whenever open PNP we can opt and withdraw the other province application later (once received letter from NSNP). My intention is Canada, not specifically Quebec or Nova scotia or somewhere. Wherever I have good opportunity move accordingly (with in canada). This time Need A Entry to Canada, that's it :-)

Yes, i can understand your point and I understand the wait is a killer! but my view was if you really want to get entered in Canada so you have to be careful.

New limit for skilled worker applications is 6,500!
It's updated in http://www.immigration-quebec.gouv.qc.ca/fr/informations/modalites-gestion.html
