I don't agree with what this lawyer has said. The only people who are evaluated under the new rules are those whose file has not begun to process. What is begin to process? MICC explain it in detail on the site. Receive a interview notice is not the only one of the FIVE cases.
I agree with cederic...those applicants whose applications has not begun yet for processing are the one who will be evaluated under the new rule and not the other way around...

I am totally confused everything.

Im going to take french classes in the Manila branch. I guess we should take the course early so that we could save time in the application process. Ndo you mind me asking how many points have you garnered? :)

There is no clear definition of 'processing' it could be any time between AOR and interview call. So, one does not really know if you are 'in processing' and which rules apply to you.

you can browse and read the older post on this forum, somebody posted something like "people who submitted their application on or after August 1, 2013 will have their papers be processed on the rules in effect on August 1, 2013 same rule applies those who submitted their papers before August 01, 2013 BUT DID NOT RECEIVE A.O.R. or any form of communication from Montreal...

no, that is not accurate. even if you receive AOR it does not necessarily mean that you are in 'preliminary processsing'

Once you receive the A.O.R. that means they have reviewed your application papers and they found it complete against their application checklist hence, the commencement of the word "processing" may now apply to your application documents. While it may be difficult to define the word "processing" within the context of this immigration forum as there is no clear cut definition found on the Canadian immigration website defining this word. However, we can not defy nor can we consider meaningless those instructions/information found on the Quebec immigration website. IF it says "applicants who submitted their papers on or after August 01, 2013 will be evaluated under the new rules and so as those applicants who submitted before August 01, 2013 but did not receive their A.O.R or any form of communication from Montreal" we have to believe it because this is our guide, this is our information provider/feeder..... :-* :-* :-*

Unfortunately, that is not the case.

AOR simply means they opened your file. It doesn't have anything to do with preliminary processing.

The quote have cut and pasted is not relevant here.

It mentions those who have not received an AOR --- will definitely be subject to the new rules.

However, it does not mention, as I have posted before, how whether one can determine after they have already received AOR in the last 1-2 years, whether they are in preliminary processing. Neither the BIQ or your lawyer can tell you this until you receive the interview notification.
