Unfortunately, that is not the case.
AOR simply means they opened your file. It doesn't have anything to do with preliminary processing.
The quote have cut and pasted is not relevant here.
It mentions those who have not received an AOR --- will definitely be subject to the new rules.
However, it does not mention, as I have posted before, how whether one can determine after they have
already received AOR in the last 1-2 years, whether they are in preliminary processing. Neither the BIQ or your lawyer can tell you this until you receive the interview notification.
