on my experience ,because i read this topic ,this is not new and it isnt conform the new rules,
this regulation is on line since 2012,but let share smth.
when i called back the MONTREAL OFFICE and i asked about this the girl on the phone was soo surprised and explained to me that cuold never happen lika the file is to be proccessed on 60 days,is the min 1 year to 2 year -so she told to me.
i am in the same condition to be treated with priority but i have more then one year-still nothing.
I think that the time of proccessing is about countries,and the staff of the emmigration.

1.If your status haven't changed you don't have to update the forms. However, you're required to send all documentation they are requesting so your application gets processed.

2 In regards to the fees; if you look closely it says that if you don't send the required documents within 90 days your application will be refused and after that IF you still want to want to go to Quebec, you will have to file another application and pay again. So just send whatever they want within 90 days and you should be ok

1 year for PR visa is quite optimistic - it depends on your visa office. Recently many people (including myself) got stuck in background checks.

BIQ cannot be visa office at the same time. BIQ is a provincial authority giving CSQ, visa office is federal authority giving visa.

BIQ HK already transferred the files to Montreal office. So if you need to check the status ofyour file then you need to call Montreal Office numbers.
Here are the numbers i used to check my status.
