Hi, It is not mandatory but it is highly advisable. It not only shows your commitment to Quebec but also increases your application for being selected. It would take you up to four month maximum for learning basic French. And you will be rewarded 2 points for A1 level as well as 2 for your accompanying spouse. From the Paris office you will receive your first AOR in 5 months unless you are a priority applicant.
