How can you lost 4 point? your case will be assessed on the point system and AOT at the time when you applied for. If the point earned earlier, changes time to time according to the AOT coming years, on one can trust Quebec Immigration system. logically new rules should not applied to old candidates because if any profession who was in 16 points last year and now become zero means eliminate from list.how it is possible as he has already got aor.
