Apply for the Quebec health card, the coverage will start in 45 days and you'll receive the health card in 60 days. You can switch it as soon as you move to another province, just inform the regie about your decision.
Same goes for the driver's license, but of course, you'll receive it before.
In Quebec you have to take an appointment for the driver's test. In Ontario you just need to show up and do the G1 test on the spot, take an appointment for the full license test(G) in case you have a foreign driver's license, if not then you're gonna have to pass through the G2 before.
This issue is still very confusing. I am so worried about the document we signed when we applied for the visa in which we undertook to live in Quebec. I don't know what the consequences may be after getting the PR. I know there could be better job opportunities in other provinces and it is not easy to let them down but what matters the most is the citizenship later on.
