No one's forcing you to stay in Quebec. What if you find a job in Toronto? You'll let it down and stay in Quebec?

Apply for the Quebec health card, the coverage will start in 45 days and you'll receive the health card in 60 days. You can switch it as soon as you move to another province, just inform the regie about your decision.
Same goes for the driver's license, but of course, you'll receive it before.
In Quebec you have to take an appointment for the driver's test. In Ontario you just need to show up and do the G1 test on the spot, take an appointment for the full license test(G) in case you have a foreign driver's license, if not then you're gonna have to pass through the G2 before.

This issue is still very confusing. I am so worried about the document we signed when we applied for the visa in which we undertook to live in Quebec. I don't know what the consequences may be after getting the PR. I know there could be better job opportunities in other provinces and it is not easy to let them down but what matters the most is the citizenship later on.

I think quebec will be happy if you can move to another province and get job.

i noticed that there are lot of jobs in quebec, but depends on profession and everything need time

I heard that on guy who has done medical in sep and his status was received,got the golden email 2 weeks ago.

He is Bucharest applicant. I don't know him.But a lady who helped me in my file(she has dozen of files),told me that one guy got the golden email with app received.Even after he deposited his passport it was still received.
My ecas is received....

it's been 76 days and no pr card yet. on cic website it shows 94 calendar days and u have to add 14 days for mail delivery.
I received the health card in 60 days.

there are no consequences. Immigration Quebec informed me that once you land you become a permanent resident and no one can force to stay in Quebec. it's called intent to reside in Quebec, not should live in Quebec. what intent would you still have if more than 3 months pass and you're jobless?
I've been here for almost 3 months and I'm receiving job offers from Ontario, nothing yet from Quebec.
I think that the only problem will occur if you don't apply for citizenship after 3 years and decide to renew your pr card
