Yea, it is conditional, you have to hold CsQ and be already in canada..

Is not a must to be already in Canada.. u can obtain a student visa from embassy in ur country, a temporal residence for the years of study and having ur CSQ u pay same fees as a resident .

Last week when i went to the Canadian Embassy Beirut...everyone that got the PR..had 1 year validity and ONLY ONE ENTRY. They give u some papers u must show when u arrive to Montreal, and there i think the officer gives u the residence card.
Same process was when i accompanied my son on a student visa.Visa was delivered in embassy .but the residence card he took it at the point of entry.

residence card needs more than two months to get after arrival to canada, they don't give it right away in the airport..

visa allows you to enter only once to canada, then you count on the PR card to goes in and out.. correct it anyone if thats wrong..

I agree, it may be too late to process another visa which will probably take longer and make them suspicious of you and why are you applying for the student visa now when your file is already in process? so my advice is better wait and then take advantage of the reduced tuition fees once you are there.
Good luck.

you mean the visa not the PR card. PR card will be sent to the address provided by you when you first land. it will be delivered after 2-3months.

Not sure what you mean, but there is the cheque itself you have to send, and the draft of it that shows the fees you paid this part is yours, dont send the second part..

It takes 67 business days to receive the pr. Even the health card takes up to 3 months, this is why u should have ur own insurance once u get there.
The first thing u receive is the SIN so u start working.
