The embassy in Bucharest just send a reply to my immigration lawyer in Canada.

They said the file is under process. I asked the lawyer also and he told me that the criminal and security checks are always done before medicals.

He also said that once a visa is issued then it will be indicated on the CIC online status as decision made even though status is still now received.

According to him Visas should be issued very soon.

But your ecas is still showing received only?or was it updated?

I think it is for sure under process even when it shows application received but i think when they put "in process" on e-cas that means that the security checks are done (already somebody on the forum matched the date of the "in-process" update on ecas with the finished date of security checks on CAIPS)...This can be validated by people who already ordered CAIPS after receiving the medical instructions as it shows if the security checks are finished or not. Another possibility is that the e-cas was not updated properly which is also a possibility .

It is still showing received. But according to him that does not mean anything. I read the email that Bucharest send to him and they said:

"Your client’s application is currently being processed. You will be informed once we are ready to pass to the next stage of processing, or if more information is requested of you. "

Both Background and security checks are done before medicals. If you have a problem with security than they will not waste their time and send you the medicals which is the last step.

File Transferred to Bucharest on April 2013

Medicals Done August 20th 2013
