No, it's renewed automatically in Quebec and mailed to your home address. My fiance received his renewal 2 months after it had expired...and it's valid for another year.

You should e-mail Quebec to let them know. Maybe they sent it and it was lost or something.

last time i mailed them they said that the email address i used was not on their files, yes it was the same email i used in my resgistration, after poking them further they said that the embassy is responsible for renewing , so... vicious circle

exactly to what canadian citizen did say, they send it to your mail address.try to contact the embassy by email asking them about your csq renew issue.
