According to CIC...this form is used to re-new someone's PR card while they are living abroad.

i know but his case strange, he just logged his federal file, aha mayb updates required as he has missing forms,,everyone has different case

lol don't think his luck is that good. Maybe he's lived here years ago...whatever the case, he should just fill it out and give it to them...it won't hurt anything.
