Can I work In Canada if I have applied for PR renewable on H&c ground and I have not met my RO?

Most importantly, I think you have not understood a key thing: if you are IN Canada, your PR status does not expire and you can live and work and do everything in Canada without a PR card.

Only your PR card expires. You do not have to have a PR card to be a PR. PR card is mostly useful for air travel abroad.

This is why others are saying: you did NOT need to apply to renew your card on H&C grounds, and in fact it creates some risk for you.

We cannot say what will happen. What would have been better was to wait the six months that it seems you are lacking (but this is a guess since I don't know your exact dates).

So repeat: you do not need a work permit. All you need is a SIN.

You are in Canada so there was no need to apply for H&C in the first place. It may open new issues as you have put yourself on IRCC’s radar by saying “Hey, I don’t meet RO!” All you needed to do was stay in Canada until meeting RO and then reapply to renew PR. No need to submit H&C. If you have SIN then you can work. You may have issues with driver’s license and health care.

But timelines for H&C are long so you cannot leave anyways. That is the whole point of meeting RO - to stay in Canada. Potentially you have opened yourself up for having PR revoked. Nothing you can do now but wait.

Not sure if you have valid reasons for H&C. Covid is not a reason.

Solution: don't travel abroad.

But now you've applied for H&C, I do not know whether it is possible to withdraw what you've already submitted. What seems most likely is that you won't get the renewed card until after six months have passed anyway (but this is a guess on my part).

Yes, please DON'T. Wait until you are in compliance.

Note the best way to calculate this (indeed what is used on the application form): count your days OUTSIDE of Canada during the last five years (as of whatever day you will apply on). You will be in compliance when days OUTSIDE Canada are LESS THAN 1095 days.

Many here would suggest you should wait until you have a few weeks more than the minimum, eg until days outside Canada are less than 1075 or so. This is advantageous in that there is more chance you'll get your PR card renewal approved more quickly. But note, that's not a guarantee either that it will go so fast, just better chances it will.
