Only your PR card expires. You do not have to have a PR card to be a PR. PR card is mostly useful for air travel abroad.
This is why others are saying: you did NOT need to apply to renew your card on H&C grounds, and in fact it creates some risk for you.
We cannot say what will happen. What would have been better was to wait the six months that it seems you are lacking (but this is a guess since I don't know your exact dates).
So repeat: you do not need a work permit. All you need is a SIN.
