Update:
It's been a stressful 3 weeks.
After about at least 70 calls per day, we finally have our Malaysian police clearance on process.
Initially we applied for Malay police clearance on June 2012 @ the Malay High Commission office in Srilanka.
When I called Malay office in Malaysia Nov 2012 to inquire : direct # ( 011 60 3 8887 4264- officer UMI)
They replied : the application never reached them. ( in order to get them on the phone you have call them constantly for days. [Canadian time 8 pm - 1am].
Then in Nov 2012 with my research I found out you can also apply online.
Waiting and checking everyday still no answer from them.
Then on feb 8 we received an email from the Canadian high commission that they are processing our file and they need the police clr from Malay before march 8 2013 or else our file will be closed.
So we went on a mission again to get this report.
My husband went to Malay office in Srilanka to inquire again. The security didn't even let him in side.
Mean time I called Malaysia and they still said they never received anything from Srilankan office for my husband.
Frustrated at this point and I called Malay office in Srilanka directly (011 94 11 755 7711) found the number online.
An officer picked up and told him the story and he said : tell your husband to come and he will let the security to let him in. Then my husband went to see him and the officer said the procedure have changed and we have to apply again online.
My husband showed him we have already done that in Non 2012.
Then he said come the next day with prof if marriage and he will process the papers.
When my husband went the next day , again they refused to let him in. And again I had to call them directly and ask them to let him in. It was a different officer this time. Very rude guy, yelled at me over the phone but I still insisted ... Lol .... So he let my husband in ..... Looked over the stuff and said he will send it to Malay and gave him a receipt again.
After 4 days I called back Malaysia but they said again they never received it.
A day after I found another number online and called Malay hoping to talk to another officer.
I was lucky I talked to ( 011 60 3 8887 4412 consulate : Shamsina)
She felt sorry for me and said even though they didn't receive anything from Srilanka ... After hearing my story she feels bad and she does see that I applied online on her computer too , she will process it and also send me a letter saying that they are reviewing my file. She said she would send this letter in one hour.
So I waited 2 hours later still nothing
So I called again and again all day no one picked up.
Next day I called again like (70 times ) .... trust me ..... thank God for iPhones and was yelled by many staff there,
I kept at it until I got the same staff I talked to yesterday.
She said she was told by her supervisors not to help me because they really didn't receive anything from the Srilanka office so they don't owe me nothing.
But she felt bad for me and agreed to help me but she said she unable send me letter. But she can change the status on the online application to received and in process so I can show that to Canada high commission and buy more time. Thank God someone with a heart.
So I have to wait for 2/3 weeks again to get the results.
We also sent a request letter for extension to Canada high commission on email and in person.
Now we wait again with prayers....
