I think the letter seems fine given the evidence you've been able to obtain, other than those which are out of reach such as a lease agreement and so on. Just maybe eliminate the part about staying with your relatives in Toronto, i think it's better to focus your letter on one particular city like Vancouver as suggested above.
Try to focus all your evidence on one place preferably, even if i think what you've said about it being your first option, and then considering Toronto, and Ottawa is fine as well.
So maybe with regards to you, also state that the job agency is looking for jobs for you, primarily in Vancourver and also in Toronto. Something to show you are prioritizing Vancouver. Of course, you should also instruct the job agency to do so in practice, communicate with them and tell them you want them to focus on Vancouver as your first option. This is just in case IRCC wish to contact them, and that everything checks out.
Show the immigration officer you have a clear idea of where you want to be, and that is not Quebec.
