I think the letter seems fine given the evidence you've been able to obtain, other than those which are out of reach such as a lease agreement and so on. Just maybe eliminate the part about staying with your relatives in Toronto, i think it's better to focus your letter on one particular city like Vancouver as suggested above.
Try to focus all your evidence on one place preferably, even if i think what you've said about it being your first option, and then considering Toronto, and Ottawa is fine as well.

So maybe with regards to you, also state that the job agency is looking for jobs for you, primarily in Vancourver and also in Toronto. Something to show you are prioritizing Vancouver. Of course, you should also instruct the job agency to do so in practice, communicate with them and tell them you want them to focus on Vancouver as your first option. This is just in case IRCC wish to contact them, and that everything checks out.

Show the immigration officer you have a clear idea of where you want to be, and that is not Quebec.

I can give an address, where I would stay ...my cousins house but the problem is how can I get a job in 20 days and we cannot have lease if we are not in Canada

It is certainly possible to lease by online. I am doing it now. House owners are doing it now due to corona pandemic. I am in similar situation like yours. I am expecting a pfl soon.

4.2019 Tax assessment document from CRA.

From what I have heard, you are good to go. May I know when did you get your AOR? I just want to calculate mine.

If you are already living outside of Quebec, you should be able to show more than that. Mail, utility bills, bank/credit card statements etc. Provide as much as you can.

I do not have any utility bills as everything is included where I live , though I have a lease document, I can show my credit card statement for last 3 months , and What kind of mails I can show ? like official ones ?

Any mail, doesn't need to be official. Do you not have a bank account? Cell phone?

Seems like you already living outside of Quebec for a while, isn't that enough for IRCC ? why they still asking for proofing of intent ? I have a similar situation like you, by any chance did you check with IRCC status of eligibility, such as met, review required??

May be I never gave them a proof that I am working remotely from home while submitting my application and they are confused how i am managing it and what are my intentions in future .

Was it enough for you? I work for a qc employer but have the permission to work from home from ontario permanently for permanent residency. Is that enough to proof intent?

Is your employer based out of Quebec? Does your employer has branches anywhere? If there are offices outside Quebec, you will definitely get your PR if you stay anywhere outside Quebec. If not, consult with a lawyer.
