Any advise for us? my wife gave her test in September 2011 and still waiting for the oath ceremony, her PR card has also been expired, when she called at Call Center they said wait till April then call back is it normal?

It is on the longer side to wait for oath. Usually it is 2-4 months after the test. Maybe she failed. She can however renew her PR card any time. Only costs $50.

If she failed the test any idea when do they call for hearing with judge?

Depends on which office it is. In Calgary I was told this week the waiting time for immigration judge interview is around 12 months...
