I've got impression that as soon as you cross boarder by land on your own, the copr form is enough.In fact ,PR card is needed (if travel by air) more in order to satisfy airlines representatives( to let you board). Technically you would need PR card even for commercial bus, but i don't think they care too much(as airlines),Other option is to use bus on both sides,but cross boarder on foot.
I am not sure with situation of rented car. How u plan to rent it, where to return, and if u plan to declare it and how, and what renting agency will think of all this.But i've heard people doing it.
