Privacy Act pertains to info of a 'private'/ 'personal' nature that identifies a particular individual to a detailed extent e.g you can ask CIC to give you information on your PR Card renewal or citizenship application. There is no cost for this.
Information Act pertains to info on an individual or non individuals that is not considered 'private' in detail relative to the Privacy Act e.g. you can ask CIC how many PR applications they processed at the Beijing Visa Post. This costs $5.
GCMS - Global Case Management System. CIC's database where they record any info on your file for immigration and citizenship. Thus you request your GCMS notes from CIC via the ATIP process. The CIC default section for ATIP is the Information Act i.e the site directs you towards paying the $5 but you don't have to if you use the Privacy Act.
CIC are required to issue the data request 30 days after receiving it but they can extend it for operational reasons e.g. too many people asking for the info. Also the notes are not directly understandable as they may be in code. CIC are not obligated to decipher this for you. You can ask for physical files which will include any hard copy notes. However CIC again are exempted from providing any info that interferes say with enforcement. They do this by blanking out/ redacting parts or all the notes so you may get notes that have almost the entire section redacted.
Your post is typical of posters who profess an issue as to delay but as they provide more detail it becomes apparent why they got RQd. Where are the 2 years you have in the 5 year window...are they a single block or multiple blocks? Were you working in Canada at any time? You did the right thing to apply with 730 days but CIC won't just take your word for it they found something in your file. Did you apply on an urgent basis at exactly 730 days? What were you doing during your absences i.e. did you work abroad? It could be using a consultant is an issues? Did they submit the renewal application for you? Were you in Canada when you submitted it? You would have to reveal a lot more about your profile to get a better ideas as to RQ reasons - understandably in a public forum like this its a hard call.
so here is my case .
my card was issued to me on june 2006 and expired june 2011.. i came to canada in 2006
and returned to india after 2 months .. then again i came back in 2009 june when they flagged me on airport about
meeting my residency requirements... spent 2 months again and went back to india.. i was completing my bachelors
in india so couldnt leave that in between. This was biggest reason that i wasnt able to spent time in canada.
but then from january 2010 to june 2010 i stayed in canada then had to go back again to recieve my bachelors
degree. But from september 2010 i have been living in canada and applied for pr card renewal in october 2012
( card expired 2011 june) .. in meantime i have finished my masters here from ryerson university and have a car loan
on my name
i have been working in canada from november 11 2010
no i didnt apply on urgent basis
Yes the consultant submitted my renewal application with a cover letter and all those things
yes i was in canada when they submitted the application
hope this information is helpful as it has all the things that happened to me over the last 5 years
