Here’s a guide to help you submit the required documents for your PR card:

IRCC Webform

The IRCC webform is used to contact Immigration, Refugees and Citizenship Canada (IRCC) to provide documents or information about your application.
1. Webform Link: IRCC Webform

2. Steps to Use the Webform:
• Select the type of application you’re inquiring about (e.g., Permanent Residence).
• Provide your personal details and UCI (Unique Client Identifier), which you can find in your PR application.

• Attach any required documents (e.g., a copy of your COPR, passport, or any other request from IRCC).

• Write a message to explain what you are submitting.

Prepaid Envelope for PR Card Delivery
If you are in Canada, you may need to send a prepaid return envelope to facilitate the mailing of your PR card.

1. Steps to Get a Prepaid Envelope:
• Visit a FedEx location or go online to FedEx’s website to purchase a prepaid shipping label.
• Ensure the envelope has prepaid return shipping from the processing center to your address.
• Request a waybill or tracking number for your envelope.

2. FedEx Website for Prepaid Envelopes: FedEx Canada
• Alternatively, visit your local FedEx store for assistance.

This poster already said it's not possible as in "Prepaid envelope for PR card delivery"

Better if they can make an appointment with IRCC to have the PR cards picked up at one of their offices.

this is not true. If the passport has not been mailed out(and they id not after November, 8th), you can arrange to pick it up at Service Canada location.
Same for Pr cards which have not been mailed before the strike. For Refugee travel documents, however, so far they have been refusing to make any arrangements whatsoever. We are contacting MP about it.
How do you arrange this!?

Hoping they don't take any random decision to send all pr cards to service Canada for pick up because not everyone can go for pick up.

Don’t believe IRCC is going to find every PR card requested and send it to service Ontario or via another courier if prepaid envelope was not included originally. You can certainly ask but think they may only try to help in very exceptional cases and doubt they can guarantee that ppl will be able to retrieve their PR card before the strike is over. No harm in asking.
