A ghost email is an email that you receive from CIC indicating that your application has been updated. However, when you check "My CIC" you see nothing. This email means that they are working in your application. You may receive many ghost emails before receiving your PPR. Schedule 4/4a is not background declaration. It's is required to be completed by all PNP (Provincial Nomination Program) nominees. It's an intention to declare to reside in the province that nominated you.
