Hi,
Would appreciate alternatives to using a finger print card (that don't work for me) to get police clearance from the FBI for the back ground check from the US.

Back ground:
Currently live and work (on H1B) in the US. Looking to move to Canada to be with the spouse.
At the moment the only pending paper work from me is my back ground clearance from the US - which requires that I submit finger print cards to the FBI, who then verify it and give me a go ahead.
I have been "blessed" with very smooth fingers and the FBI has rejected my application for low quality of prints. I have tried doing this from multiple locations across the US and always get the same reply over the last 7 months.
I am at a loss at what to do next. I have sent the Canadian PR folks a note from the FBI saying they cant process my finger prints signed by someone form the FBI. But the person who reviewed my PR application still asked for the finger print card (HUH!?). Is there absolutely NO other way?

Unfortunately the FBI cert is mandatory. If you were an American citizen or green card holder, then you could go through the channeler process. However since you're there on an H1B, that option isn't open to you.

Thank you for directing me to that thread.

My options seem to be (copied from replies on the posted link):
(1) get State PCC without finger prints
send the notarised photocopy of the receipts and the response of the FBI to VO and mention in your cover letter that you are going ahead to acquire a state PCC

(2) Canada immigration sent request for medical, along with alternate request for getting police clearance from local and state police of every place I have lived in the USA in the past 10 year. Unfortunately, state clearances also require fingerprints (some on the same card as FBI), but some states have a policy of doing a check by name/dob/ssn, etc. if there are two previous rejects (by them, not by FBI).

So, if you fall in the same situation, collecting local/state clearance certificates in advance may be a good idea.

(3) get a LiveScan print. This is so important. The machine will actually tell you if your fingerprints have been approved.

I will try these out.
 
You might have tried this option too but just confirming, have you tried live scan option for fingerprinting? I feel it's better at getting the fingerprint impressions. My spouse's hands shake a lot and his prints got rejected twice and we went the live scan route.
