For FBI clearance you need to send fingerprints. Here is the contact number: CJIS Customer Service Group at (304) 625-5590.
thanks RajaJi. I tried calling this morning. The woman at the other end at the CJIS fingerprinting processing center told me that there is no other way that they do background checks. It is only through finger prints. Period.

What would they do with someone with prosthetic limbs? There has to be another way, right?

Get multiple sets of fingerprints. Since the officer at the police station is also concerned about your fingerprints, it needs an extra effort for the officer/technician to take fingerprints. Person giving the fingerprints can also help in the process by being totally relaxed and give total control to the officer/technician taking fingerprints. (it does make a difference)

Try to get your fingerprints taken at different places and mail multiple sets to FBI with an explanation that you have prior rejections, so multiple sets are being sent. Hopefully FBI will find a set which is good.

FBI has guidelines and procedure for special circumstances:
http://www.fbi.gov/about-us/cjis/fingerprints_biometrics/recording-legible-fingerprints

Special Circumstances

Deformed or missing fingers:

If the finger is deformed, every attempt should be made to record the fingerprint in both the rolled and plain impression blocks. A postmortem kit, which is more commonly known as a spoon, can be utilized to assist in recording these images. If unable to record the image, simply place a notation in the fingerprint block (e.g., deformed, webbed) or electronically apply the Unable to Print (UP) code in data field 2.084.

Missing fingers are fingers physically present but cannot be recorded at the time of capture due to injury. Each missing finger should be designated via a notation in the fingerprint block (e.g., bandaged, injured, crippled, paralyzed) or electronically apply the UP code in data field 2.084.

Fully amputated fingers:

An amputated finger occurs when the finger's first joint is no longer physically present. Amputated fingers should be designated via a notation in the fingerprint block (e.g., amp, missing at birth, severed) or electronically apply the Amputated (XX) code in data field 2.084.

Tip-amputated fingers:

If a portion of the first joint is present, record the available fingerprint pattern area in both the rolled and plain impression blocks.

Extra fingers:

When fingerprinting an individual with an extra finger, record only the thumb and the next four fingers. Do not record the extra finger as either a rolled or plain impression.

Scarred fingers:

Record scarred fingers in both the rolled and plain impressions without a notation.

Worn fingerprints:

An individual, by the nature of their work or age, may have very thin or worn ridges in the pattern area. Apply light pressure and use very little ink to record these types of fingerprint impressions. A technique known as "milking the finger" can be used to raise the fingerprint ridges prior to printing. This technique involves applying pressure or rubbing the fingers in a downward motion from palm to fingertip

No, we talked about doing that but I had called the FBI and they said there's no way around it, if I want an FBI report, it has to be with fingerprints. I had passed through "Fieldprint" which gives an online FBI report which we later found out the CIC won't accept. I had gotten a report through Fieldprint after 3 tries, but when I called the FBI they said they have no record of ever having received anything from Fieldprint. Very suspicious. Wouldn't they have some form of record of it if what I got online was supposedly stating that it was from the FBI??? So now I think that Fieldprint lied and that what I got wasn't from the FBI at all.

Very upsetting.

Tried a different place to get fingerprints today. The girl that did my prints was very positive that she would get good prints on me. By the end of doing 3 print cards, she said "If these don't work out...." she would redo for free next time, a little less positive than at the beginning. They do look a little better than ones I had done previously, but they still don't look like the FBI examples on their print info on what they need for proper prints. We'll just keep trying... ::)

Checked UPS tracking this morning. The parcel was delivered yesterday at 10 am. Now I'll watch for my credit card confirmation (which took about 4 weeks the last two times). Wait, wait, wait. It's all I ever do anymore. sigh.

Hi NicAnn, sorry that you're experiencing all those problems with your prints. Your experience has me worried now. The police department that took mine did not have a problem with taking my prints but I'm still concerned that there could be some other issue that may make them void.

My prints arrived at CJIS on the 26th December, 2012 and my CC was charged on the 17th January, 2013. I contacted their office on the 18th and was informed that I should expect the results to be completed in two weeks from the date the card was charged. Did this happen in your case? Also, from the time they mailed your results how long did it take to arrive? Thank you for any guidance you can give.

Mine took about 4 weeks after my card was charged before I got the large brown envelope that contained the letter stating my prints were rejected along with a new fingerprint card stapled to it. I think most people don't have as much trouble as I do. I've always had very fine smooth prints, but as I get older, they are getting even worse. :(

Thank you for your kind thoughts. I hope you have no problems.

Yours went very fast gaggidhillon! Wish I didn't have to wait as long as I do, it is stretching out my whole process time-wise. :'(
