Looks like the Liberal government is planning to implement a two-tiered processing system where we can pay a processing fee to have our application processed faster than a "free" one (ex. Express Entry profile). Mr. McCallum even refused an interview or answer whether or not they are seriously considering this option, but IRCC does include it in the current survey on immigration system (question #4 in Modernizing our Immigration System).
I personally think, in theory, this is a great idea, as they can use extra money to hire more staff to help out with the backlog. However, in reality, if outland applicants already have at least $12k CAD in their POF or inland applicants were able to pay for their college tuition fee (usually at least $20k CAD), then paying something like $100 or $200 more for a faster processing time is not an issue at all, so eventually pretty much everyone will pay for this -> processing time will be the same. Therefore, I think IRCC should charge a fee for an Express Entry profile if it can help them to get more things done.
