Yes, they were expired (older than a year), whether they were at POS that entire year or not, I do not know for sure, but it's quite possible.
As for the IO's being on holidays, I think it's possible. This was discussed in another thread today. Right before Christmas (Nov & Dec), there were a lot of applicants having their applications go quite fast and get finalized, etc. This was likely due to an end-of-the-year push to get applications out of the way before the new year rolled in (some will say they have a set number of applications per year that they should be able to do and maybe they were behind in numbers, so wanted to push a bunch through before the end of December. I don't know if that's true, but it would make sense). During this time, it was likely that a lot of officers worked overtime or even on weekends (which they sometimes do, during very busy seasons). So once the holiday vacations and the new year rolled around, a lot of officers probably went on vacation (or even extended vacation) to make up for all the extra time they put in at the end of 2012.
This is all speculation, of course, but this is the time of year when people tend to take long vacations... so I would not be surprised if POS is shorter staffed than usual. All of those people will hopefully be back this coming week.
