Police checks

I'm doing an online application for my wife, who is a Japanese citizen. We got her police certificates, but they say that they are invalid if the sealed envelope they came in has been opened. Does anyone know if it's OK to open and scan them in when you're doing an online application?

Thanks for the quick reply, Dimt44. We meant the Japanese police. Actually, though, we found the answer to this question in another thread. It's OK to open them.
