I am an Indian citizen, residing in Bangalore. I have a CRS score of 478 and was planning to get my PCC to be ready in case of ITA.
Can someone please suggest if PCC issued by Passport Seva Kendra is acceptable by CIC? If not, anyone who got it done in Bangalore knows the process?

Yes PSK PCC is the only thing you need. It will be valid for all the locations you have resided in India.

Process is simple - Book an appointment with PSK and visit their office with required documents.

If I am not mistaken then the turnaround period is 7 days.

Note - since you are currently residing in India your PCC will be valid only for 6 months period. If you did not get an ITA during this six months then you will need to apply for a new PCC.

What about a foreigner residing in India? Will s/he need to approach the FRO, or the local police station?

You can check with PSK and see if they can help you with the Indian PCC.
