I spoke with A lady there and she told me that they don't do that through any embassy that they have told a lot of people , many times that it's a personal matter and only persons of family members will be issued this document . She was quite emphatic about this and I repeated my self many times .
I also called the embassy of Canada in Mexico to confirm this but they told me to direct myself to I migraine section and only by email as they don't take phone calls

Well, as I said before, I did called the embassy today and they told me they will do the documents as soon as I send the documentation they requested, they gave me the address and an email. I didn't called PGR since it seems there is a lot of weird info moving around and it kinda makes this process a living hell. All the info I found tells me to go to cic and practically follow the instructions. Even the embassy of Mexico in Canada send you to the cic page. I did read the PGR requirements and they indeed ask for several other documentation, but I remember I read here someone telling that there was some kind of diplomatical issue that was just resolved between PGR and the Canadian Embassy. Still the process of sending the papers to the Canadian Embassy in Mexico is the one I was told to follow by the same embassy. If I need later on for the papers to be picked up by a family member I guess I will need to send them a "carta poder".
Also, I did have some help from a immigration counselor, she has been the one coaching me with some of the questions I had in the past, and just today she told me to follow the instructions on the cic website... she said also that if they not only asked for the federal police records but also the "estatales" then I have to send a family member to get them with the all mighty carta poder!!!
So, I guess they only asked for the first ones since that is what we received on the email we got from cic, but if they need anything else they will let us know for sure.
If anyone was successfull while doing this it will be great to know if we are on the right track, I do know some people that did this 2 or three years ago and they did ended sending family members to pick up the papers... So I guess I will wait a couple of weeks and if I see nothing happening I will contact them to ask what is going on.
