Analysis:

We ate trying to figure out how it works. I already received my AOR but my Review of Documents column said " Not Applicable"

While my background check is in Progress yours is still " Not Applicable"

Mine was in process a week ago and now it is back to "Not Applicable" after I submitted the other documents and RPRF.

did that rule changed. we dont need medical exam if we are inland applicants. I thought its just dependents cannot do upfront as the rules being changed in last december?

Every PR applicant have to do medical. Does not matter you are inland or out-land.

Quite honestly, I have no idea. From what I have read on forums, I believe it is not advisable for inland or paper based applications to go for upfront medicals until CIC requests it from you.

IRCC’s goal is to process all paper applications under the Provincial Nominee Program within 11 months. This does not include the time it takes the province to process. In order to process an application, we must have all information and supporting documents.

This service standard was implemented in September 2011 and revised in March 2015 to include applications from “base” nominees who did not apply via Express Entry.

Performance target
IRCC aims to meet the service standard 80 percent of the time.

Performance results
From April 2015 to March 2016, the service standard of 11 months was met 42 percent of the time. 80 percent of applications were processed in 17 months or less. Processing times increased as older cases in the inventory were being finalized. Newer cases are expected to be finalized in 2017.

Thanks for that. If you go to check application times it shows that Paper based PNP candidates have a 16 month processing time now.

congrats
i just wondering what factors influence on the processing time from AOR to MER. After MER, it seems everyone will get PPR with 3-4months(i guess cic is forced to make decision within 3months )
my conclusion is that period (AOR to MER) determines our processing speed.
