I didn't apply wp by myself. My lawyer applied it for me. Need BC pnp support letter. He scan my passport bcoz recently I visited india. My employer filled one form I dnt knw which one it is. I paid total 150+ 230 for application.

If you are in Canada and your visa office is CPC-Ottawa, I'd prepay. In this case you know where to send the payment, send it to the CPP-Cost-Recovery team in Ottawa. You'll have to do some research to get the details, but just go to the web site to make payment, print the receipt, and send all your information (including case number/application, etc) and receipt to CPP Cost Recovery.
 
I found the email in my outbox... Its CPCO-Cost-Recovery@cic.gc.ca

Be sure to send a pdf copy of your receipt that you've signed and entered, with your application number, UCI, birthday, and all that information and be sure to enter your application number in the subject as well.

This advice is only for people whose applications are being processed in Canada.
 
I am a bit puzzled with the payment out front, see the below link, and go to step 3 "Pay the Fees" and it says "The Right of Permanent Residence Fee, which will be requested at a later stage if your application is approved"...any thoughts?

I hope this clears things a bit for you. I think I would go ahead with paying it upfront once the medicals received status is updated.

i asked my agent to pay it upfront...as i feel its better to pay upfront.
 
Paying up front is better unless you just can't spare the cash at the exact moment you need to file with CIC. But there are no worries, you'll be asked and it only extends the wait by only several weeks.
