It depends what kinda situation you are in.
1. If your employer is nice and you are happy to continue working only with him and he is willing to pay $230 fee then you can use your support letter.
2. If first case does not apply to you, then wait few more days till you get your second AOR and apply for BOWP but make sure you pay another $100 fee along with $155 application fee.
3. If you apply either for work permit extension or BOWP before your current work expires, then you are good till you get a decision on your WP application as you will be under implied status which will let you work under the same conditions of your expired work permit(will be PGWP) till CIC decides on your new application and I believe you will get your Permanent Residence by the time you'll get your new or extended work permit as CIC is taking more than 100 days these days and you will probably get it by late December even if you apply in early October.
Just in case, CIC improves its processing time, you will get your work permit early (which is good) otherwise you will get your PR under EE by December anyways and can withdraw your work permit application and save your money for something better
