i think you are right. i have asked few ppl here who are in same situation, they have said that CIC now requires AOR and also eligibilty "passed" in order to get BOWP. so i guess before dec 1st 2015, just AOR needed but now both. so i m wondering when eligility "passed" happens under paper pnp application.
can anyone shed some lights on it please.

I thought that is only for EE. AOR in EE is almost instantly generated as it only checks whether you have uploaded all the files they need. Then an officer checks whether those uploaded files are really what they want. That is eligibility passed.

But these two processes were done in the first 3 months and is assumed in AOR. Am I right to say that?

i was thinking same thing that it must be for EE only but check the wordings on cic about paper applicants, it says AOR and eligility "passed" both needed and members here got refused BOWP even with AOR, olny the reason was they haven't meet Eligibility "passed" criteria.
its getting really confusing these days..do u know what is the eligibility "passed" stage for paper pnp applications, when does it happens while in process and how long does it take.
