i think aor is already sufficient. because it satisfies the requirement r10 completeness check as oppose to aor of EE which is automoatically received by the applicant when they send their application. this is on based on my understandingda4u518 said:i was thinking same thing that it must be for EE only but check the wordings on cic about paper applicants, it says AOR and eligility "passed" both needed and members here got refused BOWP even with AOR, olny the reason was they haven't meet Eligibility "passed" criteria.
its getting really confusing these days..do u know what is the eligibility "passed" stage for paper pnp applications, when does it happens while in process and how long does it take.
