Yes I think it depends on the Visa Office. Based on the posts of timelines on my Facebook group, it takes 2-3 weeks to receive Medical Request here in the Philippines.

Update:

I received email stating my UCI number, and app number (dtarting with EP... ) ;D ;D

This email also states that the application is considered complete and is now placed into processing.

I hope someone has an idea of what is happening with CIC. March 2015 applicants getting PPR while June applicants are yet to receive MR. Are they trying to peg down applications for new processing method or what?

We received your application for permanent residence on November 23, 2015.
We sent you correspondence acknowledging receipt of your application(s) on February 19, 2016.
We started processing your application on February 19, 2016.

By the looks of the efficiency of your Visa Office you should get PPR before end March and PR Visa before end April.
