I know some people do this. Here is my point of view:
1) CIC explicitly asks us not to send through ANY documentation not requested by them.
2) Whilst they will probably accept it, it causes an administrative backlog at their offices.
3) There is NO proof that this will speed up you application. In fact, it might delay your, and everyone else, application due to the additional administration this causes.
4) From the date you have done medical, you have one year to enter Canada. If you do your medicals now and you only receive PR Visa at the end of the year, you will only have a couple of months to land in Canada. I have read about numerous cases where the applicants only had 30-60 days to land. This causes huge stress if you do not reside in Canada. Some people then do the landing, wait for PR Card and then return to their home countries to finish their unfinished business.
5) If your application takes longer than the year from which you did the upfront medical, you will need to do your medical again.
