I requested my notes 2.5 months after "medical received" (mean very far from MR and RPRF request). In the notes, all fees are recorded as "paid". That's why I said "it is very strange" because MR results are there (with "passed") but the others grounds (eligibility, criminality and security) have not started yet. I may make you confused. "Medical received" that I said means they have received my medcial results and have it assessed with "passes". Also for the outland file transferred for some of my batch mates (Manila and Paris), their file used to transfer in 2-3 weeks of EP and then they used to get MR in the next 2-3 weeks. So i dont any visa office can complete (at least i have not heard) hence i believe they dont complete but possibility of starting it though. May be true but never read like one.
Coming to your file, nowadays its slow even in Manila hence will have to wait and see. The MR-RPRF email is a good progress hence keep the hopes high, it will move. Good luck buddy.
I just wanna share my aunt's / cousin's situation before. My aunt is the principal applicant then my cousins are the dependents, they are done and passed the medical, they paid all the fees. But after almost a month they got refused/denied due to background check. So I think in some situation they give medical request though the background checking is not yet finished.htokyo said:I may make you confused. its because of the criminal background of her husband. but they were separated for so many years. and his husband is not included in their application. I don't know why they were denied.lifeonedge said:Hi there,

something same and wierd in my situation is that me and my husband has 2 kids with us here, and his older daughter(which is not mine) 14years old live with her mom in back home . so either i put her like NON ACCOMPANING DEPENDANT they ask me all time for her all papers like for my kids which live in canada , .
i wrote them note that she will not come here for sure before 18years old becouse her mom is crazy and dont allowed her. so anyway we need to do medical for her , even if she is not coming , and now the bigest problem will be her crazy mother.
what if she will not allowed her to do medical for us , becouse she doesnt want to help us.
at the end it is possibility that my PR application could be denied becouse of person who will not come in Canada maybe never. no sense but we cant to anything there

You have to send a letter in wich you declare that she will not do the medical and that you are aware that she will be forever exempt of family sponsoring and tgat you want to proceed your application without her. Then you go get that notarized and send it.
She will be exempt from coming to canada through family sponsoring bit you can proceed your application
