I came to know this from a trusted source.
OPNP is calling applicants and CIC is doing QA to distinguish eligible candidates for Express Entry. Those applicants who are eligible will be automatically added to Express Entry and will be given PR within 6 months i.e., June-July 2015. In this case, applicants don't have to re-apply. CIC will automatically select.
Now, they are doing it for Ontario only because they have 40% of the backlog from Ontario, hence they want to clear this first. That is why they are observing each and every file carefully and therefore, the process is slow.
Those applicants, not selected for EE will be processed at normal speed under original existing category.
Also, maximum applicants of Ontario leave ontario once they get Nomination or PR to get better job opportunities in other provinces. CIC and OPNP wants to make sure that applicants will stay in their designated provinces even after PR.
So guys, no need to worry, CIC is going to clear the backlog very soon in the beginning on the next year and they have already started working on it. Many applicants have started receiving AOR/ME and the process in ON now.
The people who have already applied between MAY-AUG will be given preference in EE and their files will be cleared ASAP.

Did any may-june applicant under OPNP get aor? I see Aug applicants got it and I m from may 21st.

All this while I heard rumours about QA. So was holding the horses. And now I find august applicants got it. There is something wrong with mine or with the batch then. First Ontario pnp was deprioritized against other provinces and streams and now late applications are getting priority.

He works at Sydney office. He is my ex-neighbour. I met him few days back in market.

Nothing still explains 5 months of delay in getting an aor. Why QA and delay only for pnp and only Ontario? Now, why august applications are processed faster than May applications. There is no logical explanation to being singled out and discriminated this way. Unless we create one. Yesterday globe and mail publishes Canada's plan to increase permanent residency of high calibre immigrants for 2015 by 285,000, unprecedented in history of Canada. I guess may-june applicants under opnp aren't high calibre.

I fully agree with u. CIC is discriminating ontario applicants. don't know why. but they are doing for sure.
also this is ridiculous that aug applicants are getting AOR and others are not >:(

@Terry, then why does an august applicant get aor and med but not a may applicant? Shouldn't all applications starting from a point in time be treated similarly into a new process?
