The only sharp deadline for them is when your medical expires (normally 1 year), cause they have to give you passport request before that expiry date - because landed immigrant visa is valid only till medical expiry date, without which you obviously cannot get PR.
Agree only deadline is one yr after ME, if they miss that they have to ask another ME and if that happens it will be an international joke.
