Yes. Maybe that is a part of it.. But there are lots of applicants I have seen who received additional document requests but received pr status early. Though, most applicants who received pr early did not get document requests.

The video was recorded on May 7, 2016 at Newcomers Canada Fair, held at the Shaw Conference Centre, in Edmonton and the Speaker works for IRCC (CIC).
Highlights :
1) Current draw size is kept low as CIC still has backlogs of paper based PR applications received before Express Entry.
2) The paper based PR application backlogs are expected to be cleared by Sept/ Oct 2016.
3) Once the backlog is cleared, Express Entry will be the only source of Economic stream PR applications.
4) This will result in higher draw size of 2000-2500 ITAs per draw.
5) ITA cut-off scores will "likely drop below 400" to accommodate higher draw size.
Focus on 2 mins clip between 16:30-18:30 for clarification on above points.

Note: 600 CRS points from PNP is still gonna be applying thru FSW/CEC/FST so they are not part of PNP applicants.

Hi can u help me as my case looks similar to uI applied for restoration on November 18,2015.No answer from them yet.From the date of the restoration application i received medical and CIC asked me to update Schedule A as there was a gap in the work permit status.I wrote in the schedule A that i'm in Canada currently waiting for work permit and not working-which i'm not,as it's illegal.It's not illegal to stay in the country until you get a restoration/work permit result.
My work permit extension was denied as they said they didn't received my pnp nomination which we did upload online.Maybe it was a glitch in the system.There was someone else on this forum who received PPR while in restoration so should be ok.
