My letter did not mention which visa office will handle my application or if I should go for medical. So what I did, after checking with some of our forum mates, I sent an email to London VO (this is the VO in my application), and Abu Dhabi VO (ADVO). I'm worried since in ECAS my application was received last April 2014, but until now there is no MR.

Today, the London VO responded that they did not have my PR application and based on my details, they said it was sent to ADVO. I just sent that email a few days ago, imagine they beat ADVO in responding to the inquiry!

Wala naman restrictions sa pagbabayad. If you look sa application guide: http://www.cic.gc.ca/english/information/applications/guides/EG7TOC.asp#pay-fee
It says the RPRF fee will be asked at a later stage, however, it did not state you cannot pay it early or you are not allowed to pay it early.

So you have options:
1. Pay it at the time of application submission to CIO
2. Pay it voluntarily even without a request
3. Pay it when requested by the VO

Now 1 and 2 ang risk nga nyan is if refused ang application, then kailangan mag-apply ka na lang ng refund. #3 is the sigurista approach - kapag sinabihan lang. However, me advantages ang 1 & 2 kasi inaalis mo na ang step na ito sa processing time mo, so me ilang weeks din na nababawas; kung sa mga VO na matatagal ang processing, this sometimes may translate into months removed sa processing.

I opt for #2 and these are my reasons:
- pwede mo gamitin ito as a reason to update your application; if things are stuck at walang updates sa eCAS, time for you to trigger an update sa file mo by sending new info. Payment of RPRF is new info, and can be used to trigger a look into your file.
- timing ang kailangan, kung naipasa na ang application mo sa VO (after CIO), at assessments na ang ginagawa, plus natapos ka na sa medical, and magaan naman sa iyo na magpaluwal ng bayad and me madali kang paraan ng refund if ever - then pay it midstream to trigger action on the application

In other threads, 2 years ago, yung mga natransfer from Buffalo, NY VO was stuck ng napakatagal sa CPP-O, and some of them opted to pay RPRF voluntarily - and got updates to their application. So mas malaki ang upside to them.

all in all - para-paraan lang yan; you can opt to wait it out, or find ways to influence how your application is progressing. There are ways, sabi nga - pag gusto me paraan... so think outside the box, and be creative.

FYI:

PNP: Average 5 to 9 months - For some it takes only 4 months, and for many it takes more than a year. It all depend on your profession and stream

CIC: Average 5 to 7 months - depends on visa processing office.

Depends, ano ba hawak mo IMM1017 na form? Or ang letter of instructions lang from the VO?

Madalas kasi ang medical request, or instructions for medical request is IMM1017 then me kasamang instructions. Eto ang masasabing main MR/IME part - medical forms.

Pero me nangagaling na instructions/letter mula sa VO (or in this case CEM) kung saan nakalista ang mga kailangan gawin, o i-submit. Eto at isang email din or separate na letter (kung via mail ang means ng correspondence). Maaring magkakasama ang:
- payment ng RPRF
- additional documents (PCCs, history, etc.) request
- immigration medical examination

Tapos sasabihin lang na susunod na ipadadala ang mga forms para sa medical exam/IME (ito ang ipadadala ay ang IMM1017) - as a separate email.

Sa kaso mo, kung ang instructions lang sa iyo ay medical exam, hintayin mo kung me darating na forms. Kung ang sinasabi mo na instruction ay kasama na ang medical forms, hintay ka ng mga susunod na instructions (panibagong emails) mula sa VO/CEM. Iba-iba ang mga sets ng instructions, minsan magkakasama na, or magkakasabay ang IME/MR sa RPRF minsan naman, later pa darating ang RPRF or instructions ng updated PCCs. Walang strict set na magkakasama na lahat ang ito sa isang email, or eto ang dapat mangyari - iba-iba per applicant and pag dating ng instructions.

Which PNP you are under? You're lucky that you received your nomination 9 mos after you applied.

Anyway, it could be that your file is still in CIO and will soon be transferred to ADVO...
