Yes. They will return your application if you did not include the school reports. The letter your described you had sent in-lieu will not suffice. This forum has multiple cases like your reported with no single exception when application was not returned. Re the new fees: you will have to pay whater ever the fees are at the time of submission. In your particular case, you will likely have to add the difference.

did you read the instructions before submitting the application? There is clearly stated:

....provide photocopies of official education records for all children in Canada or abroad who were under the age of 18 in the last four (4) years immediately before the date of your application, even if you are not applying for Canadian citizenship on their behalf. You must also provide documents for any children who are already Canadian citizens, if applicable.

Note: Student identification cards and letters from institutions, teachers, principals are not accepted as official education records.

You should wait for the application to return. In case if the application is not returned, they will send you a letter to ask for those documents.

My child is 4 years old and attends pre-kindergarten. Principal of the school couldn't give me any document, which CIC asks for. Should I just check the box "Child is not at school age" in my application for citizenship?

if the child is schooled then you need to provide documentary proof.

Please check the following link:

http://www.cic.gc.ca/english/information/applications/guides/CIT0002ETOC.asp

In addition, provide photocopies of official education records for all children in Canada or abroad who were under the age of 18 in the last four (4) years immediately before the date of your application, even if you are not applying for Canadian citizenship on their behalf. You must also provide documents for any children who are already Canadian citizens, if applicable.

Note: Student identification cards and letters from institutions, teachers, principals are not accepted as official education records. For example, an official transcript from an educational institution would satisfy this requirement. A letter from an institution is only acceptable in the following two circumstances:

Child has recently enrolled in school and a report card has not yet been issued
Child is being homeschooled (see below)
Format: Clear and legible photocopy

Home schooling

If any of your children under the age of 18 were home schooled, you must submit photocopies of written proof of registration as determined by the respective Ministry of Education in the province or territory where you live.

Tthanks, thecoolguysam!
I've read guide several times. :)
There are no documents, indicated in the guide, for kids attending pre-kindergarten. In our province (maybe in other provinces it is different) kids have to attend kindergarten. Attending pre-kindergarten is optional.

I can't get any documents from school because they don't exist. Principal has written just a letter for me (that is all what he can do). I think that I shouldn't even mention pre-kindergarten in my application for citizenship. Did somebody indicate pre-kindergarten in children's education history?

What province are you living? QC? When your child started (4yrs old is pretty vague), I believe daycare ("pre-kindergarden", I never heard this term)? Daycare is not considered school, though you still receive by-annual progress reports (one in January and one in June). At least in Ontario. For Kindergarden, if child goes to a public school, you should have school reports.

era1521, thank you for answer!

I am from Saskatchewan. My child started Pre-kindergarten (Pre-school or Play-school, I understood that in Ontario it is a Junior Kindergarten) at age of 4. Some kids go to Pre-kindergarten at age of 3 for 2 years. In our school kids spend 2,5h with teacher (play inside or outside, do crafts, go for field trips) 4 times per week. In other schools it can be 2-3 times per week.

My child was also 4 years old at the time we applied and also attending Pre-k. Formal education starts at kindergarten(age 5 at least). Just check 'child is not at school age'. No need to send in school records.Good Luck.
