Please Help, Very Confused

Hi there, Just a quick question. I recently met a girl and we fell for each other, she is from England. We've been seeing each other for about 8 months now and want to take our relationship further and try living together.
She wants to move to Canada to work and live with me for a year. We are very confused by everything and we just want to know exactly what she should apply for. She doesnt really have an education but has work experience.
When we apply for a work permit it says she isnt eligible and that we need a letter of employment, however how does she attain this when we have no idea as to when she will be able to come here? Should we just apply for a visitors permit and then apply for work permits when she is here? Or does anyone have any advice on what to do about finding work here? Anything will help, thank you in advance.

If she is under 30, she can apply for an IEC (often known as a "working holiday") visa.

If not, she needs to find an employer in Canada who is willing to offer her a job and apply for an LMIA (cost to the employer = 1000$) in order for her to get a closed work permit. It's not a speedy or easy process: the employer must follow very specific rules for advertising the job and showing that there are no Canadians or PRs to fill the vacancy.
