On form IMM0008E Generic Application Form it asks you to add dependants:

"You must list all family members in your application for permanent residence, whether they are accompanying you to Canada or not. You must include your spouse or common-law partner, If applicable, and all of your dependent children, and those of your spouse or common-law partner, who are not already permanent residents or citizens of Canada"


I am 28, single, with no common law partners, wives, or kids.

I do however have 1 uncle, mother, father, sister, brother in-law and niece. None of which will be accompanying me to Canada.

Can someone please clarify if these type of family members need adding to my application or not?

No they are not. Your sister and parents will be on the family form ;)

Your family are: mom and dad, brother and sisters, your wife and kids.

others do not need to be mentioned on your application.
 
READ the instruction guide - it clearly defines "family" that can be included on the application (that is, as co-applicants). Even though your parents and sister are "family," they cannot be included as "co-applicants".

Yes dependants will be spouse and children.

For parents, and siblings, you use the "Additional Family form".
