Would be okay if i can show more than enough funds in the bank but not on LINE 150 in Notice Of Assessment?
Is any other financial security acceptable other than income on NOA?

No.

It must be income as reported on line 150 of your return.

Okay, so my income on line 150 meets the LICO requirement only for 2 people, me or my mom/dad. Will at least one get approved or whole application will be refused?

Again, no. One will not get approved.

Even if you only want to sponsor your mother, you must have enough LICO for 3 people to get your mother's application approved.

If you only have enough LICO for 2 people, you cannot sponsor anyone.

@scylla has answered your questions several times.

Both parents if alive and not divorced have to be sponsored together. You cannot just sponsor one of them.

You need to meet income requirements for both parents and yourself assuming you are not married and have no children. So for 3 persons.

You do not meet the requirements. You should never have taken part in the lottery and have wasted a spot for someone else.

If you do not believe us you have the right to still apply. But you will lose your application fee.

Please submit ITA for future lotteries only when you have enough on your line 150 for 3 person family size for the required years.

If your brother is under 22 (i.e. 21 or younger), you also have to include him in the application or at least include him in the calculation of LICO.

So if he is under 22, it's LICO for 4. If you only meet that for 2, you shouldn't apply. Or if you want, you can try and lost all the fee include in the process.
Application fee, biometric, medical exams, cost of police record...etc.

It has been happening since the initial stages of interest to sponsor and it is going to continue. People feel they are one step ahead when they receive the invitation just to figure out that they are not eligible.

Guys, go through the website to understand the eligibility and then post questions so that you don't waste time, efforts and a spot of others or oneself.

I am just wondering, I am encountering at least 2 cases like this per day in this forum and it is so sad that how many will be out there with invitation and no eligibility.

Does anyone think there could be a second round of invitations sent when they find out only half are eligible?

If he's on dialysis then he will almost certainly not pass the medical unfortunately. The costs of dialysis are high in Canada and exceed the annual threshold by a wide margin.

A letter will not work. It is mandatory that your father pass the medical in order for your mother to be approved. All dependent family members must pass the medical regardless of whether they are coming to Canada or not. This is a hard / fast rule.

If you want to give this a try and are OK losing the application fees, then my recommendation is that you process the application with your father taking the medical and see what happens. I would have him take the medical over writing the letter to exclude him. IRCC will not allow him to be excluded from the medical process.
Thanks Scylla for your advice. I really appreciate your help.

You will need to show that they have been living separately for 30 years. Things like proof of different addresses on leases/deeds, taxes, passport, ID etc. You can highlight that divorce is not possible which IRCC will be aware of.
thanks. his dad may not have all paperworks. we will just put married in the status and non-accompanying. we hope that he will cooperate with medical and other requests. Thanks for answering...

hello, another question is: do non-accompanying dependants need also to submit biometrics, or just the one being sponsored to come? thanks...

I think you should proof that they are separated. IRCC is well aware that Philipines do not allow divorce. Give as much proof as they can (showing different addressses should not be that hard) and go from there.
