Thats why I am saying, these spots are not wasted. They have already been accounted for.
If they do a eligibility check before lottery, they will issue only 10,000 invites instead of 13,000 hence technically these people dont waste spots.
Irresponsible people cannot be stopped. So, I actually like this solution. Instead of doing eligibility check for 203,000 applicants, IRCC just issues 3000 extra invitations to out ineligible applicants.

Some context: I meet all the requirements described however, I got married early last year and applied for a spousal sponsorship for my wife. The application is still being reviewed by CIC and as at the last time I checked, it's at 60%. A decision has not been made and we have until July for a final decision to be made based on the timeline provided by CIC.
Question: In the 'Sponsor Eligibility Assessment" section, Question 6 of IMM1344, It asks "Have you submitted a previous application in respect of which a final decision has not been made for the person being sponsored and their family member?" Do I answer "no" to this question being that I have never summited an application for my parents? Or does this also refer to the application for my wife?

1. My parents got married in 1988 and they don't have a marriage certificate. Will the affidavit work from India if they have their photo on?
2. My parents are retired now but still IRCC is asking for Curriculum Vitae. Is it necessary?
3. My sister is 22 years old and unmarried. If I am right about the "Dependent Children" definition, she is not considered as one as she is working even though she lives with my parents back home in India. Since she doesn't qualify therefore the Principal Applicant will not include her in the IM0008 form and she doesn't have to fill the IM5669 form, right?
