Are permanent Canadian residents given equal access to the job market as Canadian citizens? Do employers have to show that no Canadian is available for the job before offering it to a permanent resident?

what you are describing here is the LMIA process for hiring a foreign worker.

Jobs requiring government security clearance will almost never go to a non-Canadian citizen. I believe that RCMP requires citizenship as well. There may be many other examples.

sure, a PR cannot work in "sensitive" government jobs...but there's also a handful of government jobs that can be given to PRs.

Your question is too broad/general, what are you actually looking for?

The access is generally the same. There are a few exceptions, like serving in certain police departments, or the Canadian Armed Forces.

Nope, you seem to be conflating this with how it works in the US, which is not how it is in Canada. With very few exceptions (high ranking government jobs, jobs requiring high security clearance, the RCMP), any and every job that is available to a citizen is available to a permanent resident as well, with no stipulations or strings attached.

Yeah. I suffered this. There was an opening to work in CSIS, and they liked me a lot, but then the question: "are you a citizen?" "hmmm no" "ups, you need to be a citizen, maybe give us a call when you get your citizenship?".

Disappointing.... :'(
