Nope, you seem to be conflating this with how it works in the US, which is not how it is in Canada. With very few exceptions (high ranking government jobs, jobs requiring high security clearance, the RCMP), any and every job that is available to a citizen is available to a permanent resident as well, with no stipulations or strings attached.canoeski said:Are permanent Canadian residents given equal access to the job market as Canadian citizens? Yeah. I suffered this. There was an opening to work in CSIS, and they liked me a lot, but then the question: "are you a citizen?"
