So, my ECAS shows that a decision has already been made, but when I login to my IRCC account and check my permanent residence application, it says that a decision has not been made, so I don't know what's going on here.

Uh...it means just that. It could also mean that the system is still glitchy.

Some have reported receiving their PR Card, while the system still shows as 'submitted'.
You could submit a web form and see what IRCC says.

I second what Ponga wrote, our application is to portal 1 now and our local MP confirmed my spouse is approved and everything is accepted, but our status still says submitted.

So my status is up on September 30th and I still haven’t received my PR card. So I’m thinking of going to Long Island to visit family for a few weeks with my fiancé and then coming back. What do you think is the best option for re gaining status ?
