When you generate label for courier from US to Canada, it generates commercial invoice along with that for onwards and return packages. You sign those and put both with respective labels in the envelope.

I sent it via ups. I created the return envelope online. Because the ups store doesn’t generate return labels. What can I do now? Is my passport lost?

No, Don't panic. Both UPS and FedEx have different ways of sending and receiving documents.

What is commercial invoice? Is it same as prepaid return label? I sent my passport and it reached on Jan 30th.

Nope. Its a bunch of paper that you need to sign and put it inside the package. If you did not do it, then your passport cannot be sent to you and you will be asked by IRCC to send the commercial invoice to dispatch your passport.

I checked the return label emailed to me. It just had one page. Can I email them the commercial invoice to avoid any delays? Or should I mail them?

They would also given you at the FedEx location. Cross check with the location. Contact Fedex customer service and see if you had signed the invoices. If you still don't get the right answer, you can only wait until IRCC gets back to you.

You cannot e-mail them. You should mail them, but not sure if you need to wait for their instructions.

I received email from Ottawa office that I haven’t sent commercial invoice on Jan 31. I sent commercial invoice too on the same day. I was hoping that passports will be dispatched at least by end of the last week. But still haven’t heard anything.

I'm also in same boat, passport received by Ottawa on 17th Jan.. still no update from Ottawa office .. Ive an upcoming appointment with DMV for drivers license renewal, which requires passports not sure on what to do

Any update on IRCC portal?

Same here, i had a flight last Friday to india, i had to postpone that to this Friday, now i am again worried if i will get by then
